As a developer, I always think that functionality is the best quality that a web or windows application should have. It should serve its intended purpose with ease and accuracy. Furthermore, a developer should also take note of the usability issues that might occur. Lastly, “user friendliness” must always be considered since we are not the only one to use the site or application… hahaha…
